DPR criticizes Kiev’s Plan of Steps as inconsistent and at odds with Minsk Agreements



Donetsk, Nov 20 – DAN. The DPR Ministry of Foreign Affairs has published and commented on the Ukrainian Plan of Action for Donbass today.

According to the document made available to DAN, Kiev’s suggestions run counter the Minsk Agreements and clearly show that Kiev has no intention to settle the conflict peacefully.

“The presented Plan is self-contradictory and incompatible with the Minsk Agreements,” the DPR Foreign Ministry said.

The Plan is dated November 2, 2020 and contains seven articles, the expected outcome of the measures is the local elections in the People’s Republics no later than March 31, 2021.



The main incongruence is that the Ukrainian document provides for obligations of third parties, and among those parties are Germany, France, the OSCE (as an organization), the OSCE SMM, the ICRC.

Some of the articles contain direct contradictions to the Minsk Agreements and thus can not be fulfilled.

Among other inconsistencies are provisions to withdraw illegal, including foreign, armed formations from the DPR and LPR, though the Minsk Agreements stipulate the same requirement is applicable to Ukraine as well, not the Republics alone.

The Plan was also criticized for setting unrealistic time limits for its implementation, distorting a number of other conditions put forward by the Minsk Agreements in terms of People’s Militias and local authorities functioning.
