DPR, LPR to seek new disengagement date at Minsk talks – Nikonorova



Donetsk, Oct 11 – DAN. Ukrainian unilateral actions in disengagement areas  shall be considered provocations to derail negotiations efforts, said DPR Foreign Minister Natalia Nikonorova.

“We are going to raise the issue of coordinating a new date for disengagement at the Minsk talks. The key factor is synchronicity and harmonization of the disengagement. Any actions must begin and end synchronically within the agreed time limits.”

She said that Ukraine has also blocked a possible Normandy Four summit by ignoring the disengagement agreements, though Ukraine sought it itself.

On October 9 and 10 DPR attempted to begin the renewal of disengagement, but Ukraine failed to fight a flare to notify the Republic on its willingness to proceed.



October 11 attempt ended up in the same way.

The Contact Group endorsed a plan to eliminate violations in Petrovskoye (DPR) and Zolotoye (LPR) on October 1, the process is to take 30 days and to begin on October 7.

LPR and DPR representatives initialed a Framework Agreement on pullback of forces in Donbass on September 21-23, 2016, which was also signed by representatives of Ukraine, Russia and the OSCE. The document provides for three disengagement areas around Zolotoye, Stanitsa Luganskaya (LPR territory) and Petrovskoe (DPR territory). Security zones of at least zone two km wide and two km long are to be established in each sector.

The Framework Agreement is key to further bilateral withdrawal of forces from the contact line which could significantly contribute to the peaceful settlement in the region. *ot*pp
