Kiev says Minsk Agreements is a non-binding documents – Nikonorova



Donetsk, Jun 15 – DAN. The Ukrainian side at the videoconference of the Contact Group, sais that it was not necessary to implement the Package of Measures approved by the UN Security Council resolution, the DPR representative at the negotiations of the Contact Group, the Minister of Foreign Affairs Natalia Nikonorova said.

“The Ukrainian representatives alleged that the Package of Measures approved by the UN Security Council resolution is not a binding document, that is an extremely strange statement in the context of the past five years, when the entire international community confirmed the non-alternativeness of the Minsk Agreements. At the Contact Group meeting, we heard such statements from Kiev’s delegation for the first time,” said Nikonorova.

She added that Kiev proposed its protocol of the Contact Group work, excluding the Republics from parties to the conflict and participants in the negotiations.

“Nevertheless, this approach is fundamentally contrary to the Minsk process, which is designed to establish a dialogue between Kiev and the Donbass as two sides to the conflict. Representatives of Ukraine voice ideas contradicting both the Package and common sense over and over again,” she said.

The peaceful settlement of the Donbas crises is based on the Minsk Agreements dated 5 September 2014 and, followed by the 19 September 2014 Memorandum on the ceasefire implementation. On 12 February 2015 the negotiators signed the Package of Measures for the Implementation of the Minsk Agreements; it sets forth immediate and comprehensive ceasefire in effect from 15 February 2015; withdrawal of heavy weapons, establishment of a security zone; discussion of modalities of resuming social payments in Donbass; a constitutional reform in Ukraine aimed at a profound decentralization of the state’s system of government. *ot
