Kiev’s written position on special status opens way for dialog

Donetsk, Jun 26 – DAN. DPR has welcomed the fact that Kiev presented documents on the special status law, said DPR Foreign Minister Natalia Nikonorova on Thursday.

“We welcome the fact that Kiev sent in documents to work on the legal aspects of the Donbass special status law for the first time ever. Having written positions of both sides, we can move on to a substantive discussion,” she said.

She said that a lot of issues remain non-harmonized, while Kiev’s representatives prefer to ignore DPR and LPR suggestions.

“The Ukrainian side is not desisting from its efforts to refuse securing Donbass status in the constitution. Instead they propose some amendments on decentralization without attention to Donbass peculiarities.”

Nikonorova said that current Ukrainian delegation has not learnt from experience of their predecessor and use “selective” approach to their responsibilities.

Ukrainian side presented its first ever document concerning the special status law at the Contact Group meeting on June 23.

The peaceful settlement of the Donbas crises is based on the Minsk Agreements dated 5 September 2014 and, followed by the 19 September 2014 Memorandum on the ceasefire implementation. On 12 February 2015 the negotiators signed the Package of Measures for the Implementation of the Minsk Agreements; it sets forth immediate and comprehensive ceasefire in effect from 15 February 2015; withdrawal of heavy weapons, establishment of a security zone; discussion of modalities of resuming social payments in Donbass; a constitutional reform in Ukraine aimed at a profound decentralization of the state’s system of government. *ot
